According to the Israeli Public Broadcasting Corporation, Washington has presented the Israeli occupation government with a document outlining a series of demands related to the Gaza Strip, including moving forward with reconstruction projects even if Hamas does not disarm.
The report states that the United States expects the occupation government to provide written approval of the document, which covers a range of political, security, economic, and humanitarian issues concerning Gaza.
Reconstruction to Proceed Regardless of Disarmament
According to the report, the document commits the occupation authorities to allowing infrastructure projects across parts of the Gaza Strip, including water, electricity, and other essential services in areas that have not been publicly identified.
It also proposes beginning the transfer of residents from areas under Hamas administration to areas overseen by the so called “Peace Council” by the end of 2026.
Technocratic Administration and International Presence
The document further calls for permitting the establishment of a central headquarters for a technocratic government, authorising the construction of facilities for an international force, and rebuilding the European Hospital.
It also includes provisions allowing the entry of construction materials and medical equipment, along with the creation of an access corridor to the hospital from areas administered by Hamas.
Financial and Administrative Measures
The document proposes transferring Palestinian Authority tax revenues allocated to Gaza to the “Peace Council” and beginning the process of recognising the technocratic government as an entity with sovereign authority in Gaza.
Under the proposal, the administration would be granted freedom of movement within and outside the Strip for official purposes. It would also be authorised to distribute fuel and facilitate digital payments as part of efforts to reduce Hamas’ ability to collect taxes and impose fees.
In the same context, the document calls for activating fourth generation (4G) mobile services in Gaza, which are currently unavailable, and offering conditional amnesty to individuals who surrender their weapons and commit to maintaining peace.
Security Arrangements
On the security front, the proposal outlines arrangements involving an “International Stabilisation Force” supported by an unarmed Palestinian civil guard.
At the same time, it preserves what the occupation state describes as its right to take any measures it considers necessary to protect its security should Hamas refuse to disarm.
The document also assigns the “Peace Council” responsibility for overseeing supply chains, fuel distribution, and payment systems, while working to reduce the taxes collected by Hamas.
US Signals Against Renewing the War
The Israeli Public Broadcasting Corporation concluded that the document signals a clear message from Washington to the occupation government that resuming the war is no longer viewed as an option.
Instead, the proposal calls for advancing an alternative governing authority in Gaza, even if Hamas refuses to surrender its weapons.
