The Hebrew-language newspaper Haaretz has published the terms of an agreement concerning Gaza, including a halt to military operations, a timetable for the Israeli withdrawal and the simultaneous disarmament of Palestinian factions.
The document sets out provisions governing disarmament, the formation of a new administration, the Israeli withdrawal and the status of armed groups supported by the occupation.
Terms of the Agreement
Adoption of the Political Framework
All parties will endorse Trump’s plan and UN Security Council Resolution 2803 as a binding framework.
The framework includes the disarmament of Hamas, what it describes as the removal of extremism from its ranks, and the establishment of a pathway towards a Palestinian state while maintaining Israel’s security.
Cessation of Hostilities
Israel, Hamas and the other factions will halt military operations.
Once the timetable and implementation mechanisms have been finalised, the National Committee for the Administration of Gaza will enter the Strip and begin assuming authority.
Progress Conditional on Fulfilment of Commitments
Each transition between stages of the plan will be conditional upon the completion of the preceding stage.
The Peace Council will establish an international verification committee responsible for confirming that both parties have fulfilled their commitments before the next stage of implementation begins.
Transfer of Authority to the Administrative Committee
All civil and security administration powers will be transferred to the National Committee for the Administration of Gaza.
Hamas and the other factions will undertake not to interfere in its administration and to relinquish any governmental, military or civilian role.
Continuity of Services and Debt Management
Once it assumes full responsibility, the Gaza administrative committee will ensure the continued provision of public services.
At the same time, it will assess the Strip’s financial position, work to protect and recover public assets, and manage accumulated debts.
One Authority, One Law, One Weapon
The administrative committee will be the only body authorised to possess weapons and enforce the law.
It will operate in accordance with Palestinian law and international standards, with the entire disarmament process based on the principle of “one authority, one law, one weapon”.
Police Forces
Gaza police officers will undergo a vetting process and, if approved, will be incorporated into the administrative committee’s police force.
Officers who do not pass the vetting process will be offered civilian employment or referred for retirement. All police weapons will be transferred to the control of the administrative committee.
Dismantling Heavy Weapons
Heavy weapons, tunnels, production sites and weapons depots will be gradually dismantled under international supervision after the International Stabilisation Force completes its deployment.
The process will take place in parallel with a gradual Israeli withdrawal and the dismantling of armed militias.
No weapons will be transferred to Israel or any non-Palestinian entity. At the end of the process, only the administrative committee will retain weapons.
Personal Weapons
Personal weapons will be governed by Palestinian law, with the administrative committee holding exclusive authority to register and license them and enforce the relevant regulations.
The law will provide for the registration and licensing of light weapons while prohibiting the possession of assault rifles.
Dissolution of Militias
Armed militias supported by Israel will be disarmed, and their weapons will be transferred to the administrative committee.
Members of these militias will not be incorporated into the committee’s police forces.
Social Peace Agreement
An agreement will be signed providing for an immediate end to internal violence, shows of force, military parades and armed demonstrations.
The agreement is intended to prevent internal disputes during the transitional period.
International Stabilisation Force
An international force will be deployed to separate Israeli forces from areas controlled by the administrative committee.
The force will monitor the ceasefire, secure humanitarian aid, train the police and assist the administrative committee in exercising its powers safely.
It will not carry out security operations against the Palestinian population, as those responsibilities will remain under the authority of the administrative committee.
Gradual Israeli Withdrawal
Israel will withdraw from the Gaza Strip in stages, in accordance with verified progress in the disarmament process.
The document also states that no one will be forced to leave Gaza.
Responsibility for Internal Security
The administrative committee alone will be responsible for maintaining public order and enforcing the law within the Gaza Strip.
This responsibility will not extend to threats that fall outside the scope of internal security.
Reconstruction of Gaza
The Gaza Strip will be reconstructed under a plan supervised by the Peace Council and the administrative committee in accordance with international standards.
The plan will also regulate the management of resources and funding.
