A roadmap presented by the Gaza Peace Council for implementing the second phase of US President Donald Trump’s plan to end the war includes a provision concerning normalisation between Saudi Arabia and the Israeli occupation.
The provision links the plan’s implementation to the opening of a political process that could lead to the normalisation of relations between Israel and Saudi Arabia.
The document states that implementing the plan’s terms, including disarmament in the Gaza Strip, ending the control of armed factions and transferring the administration of the territory to a Palestinian committee, would create the conditions for a “credible path towards Palestinian independence and the establishment of a Palestinian state”.
This is the condition Saudi Arabia has set for normalising relations with the occupation.
The document indicated that completing the plan’s stages would create favourable conditions for a political process aimed at achieving Palestinian self-determination.
The process would take place within international arrangements that include a gradual Israeli withdrawal from areas of Gaza, the deployment of an international stabilisation force and the transfer of the Strip’s administration to a Palestinian national committee.
The document added that movement between the plan’s stages would be conditional on verification that earlier commitments had been fulfilled.
The next phase would include transferring civil and security powers to the National Committee for the Administration of Gaza.
