The United States Department of State has released the full text of a memorandum of understanding following the entry into force of a temporary ceasefire between Lebanon and the Israeli occupation at midnight on Thursday.
The document outlines preliminary understandings intended to pave the way for what is described as a “lasting peace” between the two sides. It includes provisions on mutual recognition of sovereignty and territorial integrity, security arrangements along the border, and the implementation of a temporary truce starting on 16 April to enable direct negotiations toward a comprehensive agreement.
Ceasefire Takes Effect as Initial Confidence Measure
The first clause confirms that the ceasefire came into effect on 16 April, framed as a “goodwill gesture” by the Israeli side. The move is positioned as a preparatory step aimed at creating conditions for negotiations that would lead to a permanent framework for security and stability.
Conditional Extension Linked to Political Progress
The second clause allows for the possibility of extending the ceasefire, but ties this to measurable progress in negotiations. It also conditions any extension on the ability of the Lebanese state to assert full sovereignty across its territory.
Broad “Self-Defence” Justification for Israeli Actions
Under the third clause, the Israeli side retains the right to take what it defines as “self-defence” measures in response to perceived threats. At the same time, it commits to refraining from conducting military operations inside Lebanon across land, air, and sea domains.
Lebanese Government Obligations
The agreement obliges the Lebanese government to take concrete steps to prevent Hezbollah and other armed factions from carrying out any attacks or activities described as hostile against Israeli targets.
Exclusive Control of Arms by the Lebanese State
A key provision emphasises that the Lebanese Armed Forces are the sole authority responsible for national defence and sovereignty, rejecting the presence of any parallel armed actors within the country.
US-Supervised Negotiations to Address Outstanding Issues
The final clause stipulates that Lebanon, Israel, and the United States will continue direct negotiations under US sponsorship. These talks aim to resolve outstanding issues, including the demarcation of international land borders, to reach a comprehensive agreement that ensures long-term stability.
