A confidential official document obtained by Sunna Files Website has exposed a pattern of Israeli dictation and superiority in its dealings with the United Arab Emirates, revealing an imbalanced image of a relationship that is presented as a partnership but has, in practice, taken on the character of full dependency on the part of Abu Dhabi, coupled with condescension from Tel Aviv.
The document, addressed to the UAE Central Information Unit and dated 7 November 2024 under the title The State of Emirati Israeli Cooperation During 2024, shows that Israel has adopted a tone of commands, directives, and superiority in its communications with Abu Dhabi. In contrast, the UAE has maintained political silence and cold diplomatic responses, even in cases involving direct insults and clear violations of the foundations of agreed cooperation, particularly in joint security, intelligence, and military files.
An analysis of thirty documented cases of interaction during the period from January to October 2024 shows that more than half were marked by inappropriate language that exceeded the norms commonly observed between partner states. This raises serious questions about the nature of Israeli conduct and the limits of its respect for bilateral understandings.
According to the document, the interactions were classified into two main categories: 12 cases at a high level and 18 cases at a medium level.
The findings indicate that 8 cases from the high level category and 11 cases from the medium level category contained wording or practices considered inappropriate. This means that 19 out of 30 cases recorded clear breaches of the foundations of cooperation, whether declared or undeclared.
This figure, exceeding half of all recorded communications, reflects an imbalance in discourse and reinforces the impression of a systematic Israeli approach based on hierarchical treatment of the Emirati side, despite the multiple security and political partnerships linking the two parties.
One of the most prominent examples documented in the report relates to an official memorandum dated 6 October 2024 concerning the escalation of intelligence operations in the Gaza Strip.
The memorandum was drafted in a direct, instructive tone devoid of any consultative language, as if issuing orders to a subordinate party. It ignored the fact that intelligence activity in Gaza is conducted through mutual coordination and constant communication between field teams on both sides.
The same memorandum failed to acknowledge existing efforts and instead focused on unilateral demands, which was regarded as a violation of the principle of parity in partnership and an attempt to impose a singular Israeli tempo on joint operations that are supposed to be managed through understanding rather than dictation.
In another memorandum dated 6 April 2024, issued by Israeli Prime Minister Benjamin Netanyahu, a clear deterioration in the level of rhetorical language was observed.
The memorandum contained five main points, four of which were framed as direct directives carrying expressions of superiority and political and security arrogance. It relied on general security characterisations to justify escalation demands without providing precise data or respecting the operational sovereignty of the other party.
Among the most controversial paragraphs was an explicit call to double intelligence activity inside Qatar and raise alert levels, with references to a lack of time and demands to increase the number of officers and personnel to five times their current level.
The message also included a reminder that Israel had sent advanced equipment and three special teams belonging to what it described as the greatest intelligence unit in the world, in a clearly condescending formulation inconsistent with balanced partnership discourse.
The peak of this approach appeared in a letter dated 12 August 2024, sent by the Israeli prime minister to UAE President Mohammed bin Zayed. The letter addressed the handling of issues arising from cooperation in the Republic of Angola, particularly in the military domain, but was written in language that lacked the minimum standards of diplomatic propriety.
Although part of the letter included phrases requesting intensified efforts and cooperation to achieve success, the paragraph related to maintaining information confidentiality was framed in an implicitly accusatory manner, as if the Emirati side were a potential source of leaks. This was considered a direct and unjustified insult.
In contrast, the Emirati response demonstrated a high level of diplomatic discipline. It contained no escalatory language and adhered to full transparency, rising above the tone of superiority present in the Israeli correspondence.
The Emirati reply focused on the real causes of the problems, holding the Israeli committee responsible for repeated and unjustified interventions that negatively affected the course of cooperation in Angola.
The response identified three core aspects of these interventions: pressure to accelerate logistical arrangements for establishing a joint military base west of Luanda, the imposition of doubled financial demands beyond what had been previously agreed for conducting military exercises in Cabinda Province, and unilateral amendments to naval training plans. These amendments included the removal of anti-piracy drills, the addition of search and rescue activities, and changes to amphibious operation plans without consultation.
Overall, the report documents that Israeli behaviour in bilateral correspondence with the UAE throughout 2024 represents a recurring pattern of hierarchical discourse, unilateral interference, and the absence of reciprocity. This has entrenched the full dependency of Abu Dhabi on Israel and its political and security agendas.
