Britain’s Hidden Islamophobia Crisis: Why Police Statistics Fail to Capture the Hate Muslims Face

October 25, 2026

British Muslims are more likely to experience racially or religiously motivated hate crime than other communities examined in official victim surveys, yet the figures most frequently cited by politicians and major news organisations tell a strikingly different story.

At the centre of the discrepancy is a fundamental problem with how hate crime is measured in Britain. Police statistics suggest that Jewish people face substantially higher rates of religious hate crime than Muslims. But government surveys that ask victims directly about their experiences reveal that Muslims face particularly high levels of both racial and religious hostility, much of which never appears in police records.

An analysis published by Middle East Eye examines how these competing datasets have shaped public understanding of Islamophobia and antisemitism, raising questions about whether Britain’s institutions are adequately recognising the scale of anti-Muslim hatred.

The implications extend beyond statistics. If the government relies on an incomplete picture of who faces hate crime, the communities most exposed to hostility may not receive the protection, resources and political attention they require.

The Figures British Politicians Keep Quoting Tell Only Part of the Story

The debate has been shaped by repeated claims that Jewish people experience the highest rates of religious hate crime in Britain.

Europe is in trouble, and it is blaming Muslims

On 30 April, The Times reported that Jewish people were approximately ten times more likely than Muslims to experience religiously aggravated hate crime, based on police-recorded incidents.

The BBC’s Panorama programme similarly reported that the rate of recorded incidents against Jewish people, adjusted for population size, was more than eight times higher.

In July 2026, John Mann, the government’s adviser on antisemitism, reinforced that interpretation, stating that Jewish people faced the highest recorded rate of hate crime among religious communities relative to their population.

The underlying police figures appeared to support those statements.

In 2025, police statistics recorded 106 religious hate crimes per 10,000 Jewish people, compared with 12 per 10,000 Muslims.

Taken in isolation, the contrast is substantial.

But the figures have an important limitation: they capture offences recorded under the religious hate-crime category, not the full range of hostility experienced by members of either community.

Police do not record victims’ religious identities when categorising offences as racially motivated hate crimes.

That distinction matters particularly when assessing the experiences of Muslims, who may be targeted through racial as well as religious hostility.

As a result, a comparison based exclusively on police-recorded religious offences can overlook a significant part of the discrimination experienced by Muslim communities.

What Happens When Victims Are Asked Instead of Relying on Police Reports?

A different picture emerges from the Crime Survey for England and Wales, which gathers information directly from victims rather than relying solely on incidents brought to police attention.

Figures covering April 2022 to March 2025 showed that Muslims experienced the highest rates of both racially and religiously motivated hate crime among the religious and ethnic groups compared.

The survey found that 1% of Muslims experienced racially motivated hate crime, while 0.8% experienced religiously motivated hate crime.

The corresponding figures for other communities were lower.

CommunityRacial hate crimeReligious hate crime
Muslims1.0%0.8%
Asian people0.7%0.5%
Black people0.7%0.1%
Sikh people0.5%0.1%
Jewish people0.2%0.4%

These figures measure experiences in separate racial and religious categories and should not simply be added together to calculate an overall victimisation rate.

Nevertheless, they demonstrate why relying on a single category of police-recorded crime produces an incomplete assessment of the threats faced by different communities.

The discrepancy was also evident in the Home Office’s report for the year ending March 2026.

Police-recorded figures indicated 13 religious hate crimes per 10,000 Muslims. Yet the victim survey estimated that 0.8% of Muslims experienced religious hate crime annually, compared with 0.4% of Jewish people.

The contrasting findings do not invalidate the recorded attacks against Jewish communities. Rather, they reveal that different methods of measuring hate crime can produce markedly different assessments of its prevalence.

The Home Office attributed the discrepancy to variations in reporting rates and differences in the information collected by each source.

Britain’s Office for Statistics Regulation has recommended using police records alongside victim survey findings to develop a more comprehensive picture of hate crime.

According to Middle East Eye, however, that recommendation has received insufficient attention in political statements and media coverage.

Only 12.5% of Muslim Women Reported the Hate Crimes They Experienced

One of the most revealing findings concerns the extent to which anti-Muslim hate crime goes unreported.

A survey conducted by Parliament’s Women and Equalities Committee in January 2026 found that only 12.5% of Muslim women who had experienced hate crime reported those incidents.

That means the overwhelming majority of the incidents experienced by women in the survey were not brought to police attention.

The finding raises serious questions about the reliability of official crime statistics as a measure of the scale of hostility confronting Muslim communities.

Labour MP John McDonnell warned that underestimating hate crime against Muslims could distort the development of policies intended to protect them.

He argued that failing to recognise the problem accurately could leave members of the community exposed to greater risks.

The issue is not simply that some crimes go unreported. It is that incomplete records can influence which threats receive political priority, how public resources are distributed and where security measures are concentrated.

The Jewish Voice for Liberation group also challenged the limitations of police-recorded figures, pointing to differences in reporting behaviour and crime-recording procedures.

Unlike police records, victim surveys collect information through direct interviews, allowing researchers to capture experiences that may never result in a formal complaint.

The group called for victim survey statistics to be published annually and for the discrepancies between the two datasets to be addressed.

Alan Maddison, who prepared the group’s analysis, urged the Home Office to record both the religion and ethnicity of victims across racial and religious hate-crime categories.

He warned that depending exclusively on police statistics could lead to inaccurate government priorities and an inappropriate allocation of resources for combating hatred.

Jewish Campaigners Warn That Downplaying Islamophobia Harms Both Communities

The debate over hate-crime statistics has also prompted concern among Jewish campaigners who reject the idea that acknowledging anti-Muslim hatred requires minimising antisemitism.

Jenny Manson, co-chair of Jewish Voice for Liberation, said Muslim and Jewish communities were both experiencing rising Islamophobia and antisemitism.

She emphasised that racial and religious prejudice are interconnected, and that diminishing the seriousness of Islamophobia ultimately harms both communities.

Her comments challenge the tendency to frame hate-crime statistics as a competition between religious minorities.

Recognising that Jewish communities face serious antisemitic hostility does not require disregarding evidence that Muslims experience widespread religious and racial discrimination.

Equally, the higher victimisation rates identified among Muslims in survey findings do not diminish the significance of attacks against Jewish people.

The central question is whether public institutions are using the available evidence accurately when assessing the risks facing each community.

Anti-Muslim Hate Crimes Rise 15% as Mosques Face Threats and Violence

The statistical debate comes as the number of police-recorded anti-Muslim hate crimes continues to increase.

Official figures showed a 15% rise, from 4,479 incidents annually to 5,132.

Naomi Green, assistant secretary-general of the Muslim Council of Britain, warned that hostility towards Muslims was increasing year after year.

She expressed particular concern about the growing normalisation of anti-Muslim sentiment within mainstream political discourse.

Green argued that political leaders cannot credibly condemn hate crimes against Muslims while simultaneously contributing to an atmosphere of suspicion and hostility towards the community.

She called on the government to appoint a dedicated envoy to combat anti-Muslim hatred, strengthen security arrangements for mosques and ensure that all religious communities receive equal protection.

The danger is particularly evident in the incidents targeting Muslim places of worship.

The British Muslim Trust, the government-commissioned organisation responsible for monitoring anti-Muslim hatred, recorded 78 incidents involving mosques between 21 July 2025 and 30 July 2026.

More disturbing were the characteristics of incidents recorded during the latter part of that period.

According to the organisation, 62.7% of incidents documented since November 2025 involved weapons, death threats, arson or direct violence, alongside persistent threats and harassment.

These findings illustrate that anti-Muslim hostility extends beyond offensive language or online abuse, with religious institutions and worshippers facing potentially serious threats to their safety.

The Government Has Promised £40 Million. Campaigners Want More Than Funding

The British Home Office maintained that it remained committed to combating hate crimes targeting Muslims.

The department pointed to £40 million allocated for security protection for Muslim communities, increased support for hate-crime reporting services and the adoption of a clearer definition of anti-Muslim hostility to standardise the recording of incidents.

These measures are intended to strengthen protection and improve how anti-Muslim hatred is identified.

But the concerns raised by campaigners extend beyond the availability of security funding.

They question whether the government has an accurate understanding of the scale of victimisation, particularly when police statistics exclude incidents that victims do not report and fail to capture religious identity consistently across hate-crime classifications.

Without resolving those weaknesses, greater investment in security may not fully address the underlying gaps in official assessments.

Antisemitism in Schools Adds Another Dimension to Britain’s Hate-Crime Debate

The concerns surrounding Islamophobia have emerged alongside further evidence of antisemitism affecting Jewish children in British schools.

A report published during the same week found that three in five Jewish pupils had experienced antisemitism at school.

It called on educational institutions to recognise antisemitism as a distinct form of harm requiring specific attention.

The British government announced that it would accept the report’s findings and recommendations in full.

The findings reinforce the need for effective protection against antisemitism, while the evidence concerning Muslim victimisation raises a parallel question about whether Islamophobia is being assessed with the same degree of statistical scrutiny.

Britain’s official data already contains evidence that Muslims experience exceptionally high levels of racial and religious hate crime.

The unresolved problem is the gap between what victims experience, what the police record and what ultimately shapes government policy.

For Muslim communities facing rising hostility, that gap is not merely a statistical discrepancy. It can determine whether the threats they experience are properly recognised and whether the institutions responsible for their protection respond accordingly.
