The Makkah Defence Alliance has announced the immediate implementation of joint defence commitments between Saudi Arabia, Türkiye and Pakistan, including the provision of agreed military forces and capabilities and the acceleration of their deployment to Saudi Arabia amid growing security developments and threats facing the Kingdom.
The decision was announced in a joint statement following an emergency meeting of the alliance’s Political and Defence Strategic Committee in Riyadh, attended by representatives of all three countries to discuss the security situation and threats confronting Saudi Arabia.
The statement affirmed that “the security of each member state is an inseparable part of the collective security of the three countries”, stressing that translating the Makkah Joint Defence Agreement into practical measures would strengthen deterrence and reaffirm their commitment to protecting their security, sovereignty and territorial integrity.
As part of efforts to complete the alliance’s institutional structure, the committee also announced the appointment of retired Pakistani General Numan Mahmoud as the first Secretary-General of the Makkah Defence Alliance for a three-year term.
The three member states welcomed Mahmoud’s appointment, expressing confidence in his ability to contribute to the alliance’s development and the achievement of its objectives.
Military Forces and Capabilities to Be Deployed to Saudi Arabia
The committee said it had approved the outcome of political and military consultations, along with recommendations submitted for consideration, stressing that the Makkah Defence Alliance represents a shared commitment to defending the three states and a unified position in confronting threats.
The member states decided to “move immediately towards the practical implementation of joint defence commitments” and take the necessary measures to provide the agreed military forces and capabilities and accelerate their deployment to Saudi Arabia.
According to the statement, the deployment will take place in accordance with approved arrangements and the national legislation of the three countries.
The measures are intended to strengthen military readiness and integration while increasing the three states’ collective capacity to confront and respond to threats.
The move raises the prospect of Türkiye deploying forces to Saudi Arabia under the joint defence framework, marking an unprecedented development in the history of the Turkish Republic.
Alliance Condemns Attempts to Target Makkah and Madinah
Saudi Arabia, Türkiye and Pakistan strongly condemned attempts to target Makkah and Madinah, as well as continuing attacks against Saudi cities and civilian and economic facilities.
The three countries declared their categorical rejection of any attack or threat against the Kingdom’s security or territorial integrity.
Türkiye and Pakistan also praised the vigilance and preparedness of the Saudi armed forces, commending what they described as their professionalism and high level of competence in confronting threats and attacks and protecting the Kingdom’s security and territory.
Saudi Arabia, Türkiye and Pakistan signed the Makkah Joint Defence Agreement in Makkah on 7 August 2026.
According to a joint statement issued following the signing, the agreement is intended to strengthen collective deterrence among the three countries in response to any aggression.
