France Mosque Closure Raises Fears Over the Policing of Islam

A French court has upheld the six-month closure of a mosque near Paris, deepening fears that the French state is moving beyond security policy and into the policing of Islamic belief, preaching and worship.

The Montreuil Administrative Court rejected an attempt to suspend the closure order against the Chanteloup mosque, also known as the Attaqwa mosque, in Aulnay-sous-Bois. The closure order, issued by the prefect of Seine-Saint-Denis on 27 July 2026, will keep the mosque shut for six months.

For the Muslim community, the case raises a serious question: can an imam in France still quote the Qur’an, cite hadith and preach core Islamic beliefs without being treated as a threat?

That concern was voiced by Rafik Chekkat, the human rights lawyer representing the mosque. He questioned whether imams in France remain free to recite Islam’s sacred text in their own places of worship.

“In France, can an imam still quote the Quran in the mosque where he preaches?” he asked.

His question goes to the heart of the case. According to Chekkat, part of the authorities’ argument relied on imams quoting passages from the Qur’an and referring to major works of the Islamic tradition, including Riyad as-Salihin and The Forty Hadiths of Imam al-Nawawi.

These are not fringe texts. They are among the most respected works in Sunni Islam.

The Sacred Texts of Islam Are Not Extremism

Imam al-Nawawi was one of the great scholars of Islam. His works have been studied, taught and memorised across the Muslim world for centuries. Riyad as-Salihin and The Forty Hadiths are found in mosques, homes, Islamic schools and libraries from Morocco to Indonesia.

To treat references to such works as inherently suspicious is to place ordinary Islamic learning under a cloud of state suspicion.

For Muslims, the Qur’an is the word of Allah. Hadith literature preserves the teachings of the Prophet Muhammad, peace and blessings be upon him. The role of an imam is to remind worshippers of Allah, the Hereafter, lawful and unlawful conduct, accountability, mercy, repentance, Paradise and Hellfire.

These themes are not political extremism. They are religion.

French authorities also reportedly objected to sermons mentioning Hellfire and the punishment of the grave in relation to unbelief. Yet such teachings form part of Islamic theology, just as churches and other religious institutions speak about salvation, sin, judgement and the afterlife within their own traditions.

A secular state does not have to believe in these doctrines. But if it claims to protect religious freedom, it should not criminalise their mention in a house of worship.

Religious Freedom or State Control?

Judges ruled that the prefect of Seine-Saint-Denis, Julien Charles, had not committed a serious and manifestly illegal infringement of freedom of worship or freedom of expression.

The mosque’s legal team disagrees. Chekkat said the ruling went against religious freedom and announced plans to appeal before the Council of State, France’s highest administrative court.

“We will file an appeal before the Council of State to defend religious freedom, freedom of expression, and the principle of secularism,” he said.

His reference to secularism is important. In theory, secularism should prevent the state from imposing theology or interfering in lawful religious worship. But in France, many Muslims increasingly experience laicite not as neutrality, but as selective pressure directed at Islam.

When Islamic clothing, Islamic schooling, Islamic charities, Islamic organisations and Islamic speech are repeatedly treated as threats, the concern is no longer theoretical. Muslims are being asked to practise a version of Islam that is silent, invisible and acceptable only when stripped of its core teachings.

That is not religious freedom. It is managed religion.

A Wider Pattern of Pressure on Muslim Institutions

The Chanteloup mosque case follows years of expanding state pressure on Muslim institutions in France.

French authorities closed 22 mosques in an 18-month period by April 2022, often relying on administrative measures and intelligence files whose sources were not publicly tested in the same way as ordinary criminal evidence.

The French government has also dissolved Muslim organisations, including the Collective Against Islamophobia in France and the charity BarakaCity, fuelling concerns that security laws are being used to narrow the space for Muslim civil society.

Supporters of these measures often frame them as necessary for public order. But for many Muslims, the pattern looks different: Islamic institutions are being placed under exceptional scrutiny, while the boundaries of acceptable Islamic belief are increasingly defined by the state.

This creates a dangerous precedent.

If quoting the Qur’an, citing Imam al-Nawawi or speaking about the Hereafter can be treated as evidence of danger, then any serious Islamic preaching can be made vulnerable to political interpretation.

Islam Cannot Be Reduced to a Cultural Identity

One of the deeper problems in France’s approach to Islam is the expectation that Muslims should reduce their religion to culture.

Islam is not merely food, family heritage or private identity. Islam is belief, worship, law, ethics, discipline and accountability before Allah.

The mosque is where these realities are taught and lived. It is where Muslims pray, hear reminders, learn the Qur’an, study the Sunnah, repent from sin and strengthen their connection to the Hereafter.

An imam who speaks about death, judgement, Hellfire or Paradise is not importing extremism into the mosque. He is doing what religious leaders across traditions have done for centuries: reminding people that worldly life is temporary and that human beings will be answerable to their Creator.

A state that cannot distinguish between Islamic theology and incitement will inevitably end up policing Islam itself.

The Double Standard Muslims See

Many Muslims also see a clear double standard.

In churches, synagogues and other places of worship, religious leaders may speak about salvation, sin, divine judgement and theological truth claims. These teachings may be uncomfortable to secular ears, but they are generally recognised as religious expression.

When Muslims speak in similar terms, the language is too often securitised.

This double standard contributes to the feeling that Islam is not being treated as a normal religion in France, but as a problem to be monitored, reformed and contained.

The result is not integration. It is alienation.

Muslims are being told that their sacred texts are acceptable only when filtered through state suspicion. Their scholars are tolerated only when stripped of authority. Their mosques are safe only when their sermons avoid the theological vocabulary of Islam.

That is not neutrality. It is unequal treatment.

Defending the Mosque and the Qur’an

The closure of a mosque is not a minor administrative act. It interrupts communal prayer, Qur’an teaching, religious gatherings, family routines and the spiritual life of a local Muslim community.

For six months, worshippers who relied on the mosque in Aulnay-sous-Bois will be deprived of their local house of worship. That reality should not be treated lightly.

If a mosque or any speaker is accused of genuine wrongdoing, the evidence should be clear, specific and tested fairly. But Islamic scripture, classical Sunni scholarship and ordinary reminders about the Hereafter must not be treated as suspicious by default.

Muslims cannot accept a framework in which the Qur’an itself becomes a liability in the mosque.

The question raised by this case is therefore bigger than one suburb near Paris. It is about whether France will allow Muslims to practise Islam as Islam, or only as a state-approved cultural identity emptied of its creed, scripture and moral warnings.

A society that claims to defend liberty should not fear an imam quoting the Qur’an.

And a secular state that claims neutrality should not become an arbiter of acceptable theology.

For Muslims, the answer remains clear: the Qur’an is guidance, the Sunnah is light, the mosque is a house of Allah, and no political climate can change the sacred status of Islam.
