Mecca Agreement: An “Islamic NATO” That Could Ease US Security Burdens?

Although Pakistan, Türkiye and Saudi Arabia have stressed that the Mecca Agreement is purely defensive and intended to strengthen collective deterrence without targeting any specific country or actor, several research centres have interpreted it as a warning signal to Tehran.

French newspaper Le Monde said the mutual defence agreement signed by Saudi Arabia, Türkiye and Pakistan aims to strengthen their collective security and deterrence capabilities amid major shifts in the Middle East’s security environment.

The newspaper said the “Mecca Mutual Defence Agreement” comes at a time of rising tensions with Iran and its network of regional allies, as well as the growing military and strategic power of Israel, whose future role in the regional security order is raising questions among major Muslim powers.

A More Institutionalised Defence Framework

Le Monde focused on a key provision of the agreement stating that any external armed attack against one of the three signatory states would be considered an attack against all three.

The provision could pave the way for deeper and more institutionalised regional defence coordination, including joint exercises and training, technology transfers and intelligence sharing.

The agreement brings together three major players in the Muslim world whose capabilities complement one another.

Türkiye possesses NATO’s second-largest military, Pakistan is the only nuclear-armed country in the Muslim world, while Saudi Arabia is the Gulf’s leading economic power and the world’s largest oil exporter.

According to Le Monde, the three states, which it described as “regional Sunni powers”, are seeking greater independence from the US-dominated security framework, which they increasingly view as having shown its limitations amid years of conflict and instability across the Middle East.

Nearly a Year of Negotiations

The alliance is the result of nearly a year of negotiations, which Reuters reported on in June after Tehran and its regional allies increased military pressure on several Gulf states following the war launched against Iran by the United States and Israel.

Saudi Arabia accuses Yemen’s Houthi movement and Iran-aligned Iraqi militias of targeting its oil facilities and threatening strategic maritime routes in the Red Sea and the Strait of Hormuz.

Against this backdrop, Riyadh, Islamabad and Ankara are seeking to strengthen their capacity for collective response to regional threats.

Le Monde quoted Ishtiaq Ahmad, a professor of political science at Quaid-i-Azam University in Islamabad, as saying: “The three countries appear determined to prevent any single regional actor from reshaping the strategic order through military force or unilateral action.”

Researcher Hisham Alghannam said the war accelerated these trends by providing domestic political justification for formally announcing the alliance.

Some analyses have also suggested that Pakistan could provide a “nuclear umbrella” to its partners, while Türkiye contributes advanced technology and Saudi Arabia provides the necessary financing.

Not Yet an “Islamic NATO”

Despite comparisons with NATO, the agreement does not necessarily mean a reduction in US influence in the region or the immediate emergence of an “Islamic NATO”.

Burcu Özçelik, a researcher at the Royal United Services Institute in London, said the development is also consistent with Washington’s desire to share a greater portion of the regional security burden with local powers.

Although the agreement’s mutual defence clause resembles NATO’s Article 5, joint command mechanisms and operational structures have yet to be developed.

For now, the Mecca Agreement is therefore viewed as a strong political signal with significant military and strategic dimensions, rather than a fully institutionalised military bloc.

It could, however, represent an initial step towards a more multipolar regional security order in which major Muslim powers assume a larger role in collective defence and strategic deterrence.
