In recent days, an Israeli minister renewed public discussion of the occupation’s plans targeting the displacement of Palestinians from the Gaza Strip following the ongoing genocide that began in October 2023, which has left widespread destruction and mass displacement.

Israeli Minister of Innovation, Science and Technology Gila Gamliel stated in an interview with Israel’s right wing Channel 7 that she had presented the occupation government with a plan centred on what she described as the “voluntary migration” of Gaza’s population, adding that Israel’s Mossad intelligence agency would participate in its implementation.

The Israeli occupation’s strategy for marketing and advancing the displacement of Palestinians relies heavily on political messaging and public relations tactics aimed at easing international pressure and reframing an unlawful act as either a humanitarian initiative or a security necessity.

First: Manipulating Language

The occupation avoids using the term “forced displacement” because it is explicitly recognised as a war crime under international law. Instead, it relies on alternative terminology designed to influence international public opinion.

“Voluntary Migration”

The occupation presents the departure of Palestinians as a personal choice driven by living conditions, while ignoring the reality that those conditions are the direct result of sustained Israeli bombardment and the systematic destruction of homes and civilian infrastructure throughout the Gaza Strip.

“Freedom of Movement”

According to Hebrew media reports, this term has recently emerged as a replacement for “voluntary migration” in an attempt to revive displacement plans under language considered more acceptable to Western governments and the international community.

Second: Humanitarian and Civilian Protection Narrative

Official Israeli statements frequently portray evacuations and both internal and external displacement as measures intended to protect civilians from military operations.

However, these claims have repeatedly been contradicted by events on the ground.

“Safe Zones”

Throughout the genocide in Gaza, the occupation designated certain areas as “safe” and instructed Palestinians to relocate to locations such as Al Mawasi in western Gaza, claiming they were away from military operations and equipped with essential services.

Despite these claims, Israeli attacks repeatedly struck displaced civilians and tent camps in these designated areas. International organisations have also documented the absence of even the minimum conditions necessary for human survival.

“Reducing Suffering”

The occupation has also promoted the idea that relocating Gaza’s population abroad would spare civilians from the devastation of war.

This narrative attempts to shift the legal responsibility of the occupying power onto the broader international community.

Third: Creating Conditions That Are Impossible to Live In

From the earliest days of the genocide, Israel’s military campaign systematically targeted the foundations of civilian life across Gaza.

Entire residential neighbourhoods were erased, while cities such as Rafah in southern Gaza were almost completely destroyed and remain under Israeli occupation.

The occupation has targeted Gaza’s infrastructure, destroying more than 70 per cent of buildings, hospitals, schools and water networks.

The objective is to impose forced displacement without formally declaring it as official policy by turning Gaza into an area that can no longer sustain human life, leaving its population with little option but to seek refuge beyond its borders.

How Are Palestinians Resisting Displacement?

Despite the immense human cost of the ongoing genocide, which has claimed more than 73,000 lives and caused catastrophic destruction, Palestinians continue to hold firmly to their land, homeland and historical rights.

Their resistance to displacement operates on several levels.

First: An Unwavering Commitment to Remain

Palestinian collective memory, particularly the experience of the 1948 Nakba, remains a central factor behind the widespread rejection of any attempt to leave Gaza and any effort to eliminate the Palestinian cause.

Remaining Is the Priority

For most Palestinians in Gaza, remaining among the ruins, or even dying on their land, is seen as preferable to leaving their homeland.

Returning Despite the Destruction

During multiple stages of the genocide, Palestinians used temporary pauses in the fighting, and in many cases even periods of intense bombardment, to return to their devastated neighbourhoods in northern Gaza and Khan Younis.

These returns repeatedly frustrated attempts to permanently depopulate entire areas.

Second: Social Solidarity

As the occupation seeks to make Gaza uninhabitable in order to encourage migration, Palestinians have developed extraordinary methods of resilience and adaptation.

Families have erected temporary shelters and tents directly above the ruins of their destroyed homes rather than abandoning their neighbourhoods, using their continued presence to affirm their attachment to the land.

Community Support Networks

Local initiatives have enabled residents to share food supplies, distribute manually purified water, and operate community kitchens to prevent the complete collapse of daily life and reduce the pressure that could force families to seek survival outside Gaza.

Third: Legal and Political Steadfastness

Palestinian factions, civil society organisations and the wider public, despite political differences, continue to reject international and regional proposals that promote “safe corridors” for departure or the transfer of Gaza’s population to Egypt’s Sinai Peninsula or any other country.

Instead, they maintain that the only acceptable path forward is an end to the war, the reconstruction of Gaza, and the lifting of the blockade.
