The framework also stipulates an Israeli withdrawal from the Gaza Strip starting on the first day. Humanitarian Aid:
The framework stipulates that aid shipments will start immediately upon Hamas’ approval of the proposal, in sufficient quantities and with the involvement of the United Nations and the Red Crescent.
Additionally, the framework demands that all exchanges be carried out without any public display or ceremonial processions. Hamas must provide, by the tenth day of the truce, updated information on every captive held in Gaza, verifying whether they are alive or deceased. Meanwhile, Israel must present complete information about Palestinian prisoners who have been detained since October 7.
The proposal envisions launching negotiations during the truce period aimed at reaching a permanent end to the war, with the U.S. president guaranteeing that the ceasefire remains in effect throughout this period.
If the 60 days are not enough to conclude negotiations for a permanent end to the war, the mediators (Egypt, Qatar, and the United States) guarantee an extension to allow for serious talks toward ending the war. Once a final agreement is reached, the remaining captives will be released.

The source, who asked to remain anonymous, indicated that if Hamas is assured of credible guarantees that negotiations will genuinely lead to an end to the war in Gaza, it may notify the mediators of its approval within hours or days.
Current Disputed Points
The source noted that ongoing discussions with the Qatari and Egyptian mediators are focused on technical details, including the maps for the withdrawal of occupation forces, which must adhere to the previous agreement of January 19, 2025. There is also an emphasis on ensuring smooth, unobstructed mechanisms for the entry of humanitarian relief and urgent supplies.
Hamas announced on Wednesday that it is holding consultations on the proposals received from the mediators (Egypt and Qatar) with the goal of reaching a deal that guarantees an end to the war, the withdrawal of occupation forces, and relief for the Palestinian people.
In its statement, Hamas said:
“We are handling this with utmost responsibility and conducting national consultations to discuss the proposals received from our mediator brothers, aiming to reach an agreement that guarantees an end to the aggression, a withdrawal of forces, and urgent aid to our people in Gaza.”
The statement added:
“The mediators are exerting intensive efforts to bridge the gap between the parties and reach a framework agreement to start a serious round of negotiations.”
What About the Israeli Government’s Position?
Israel’s state broadcaster Kan 11 reported Wednesday that Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant have given preliminary approval to the proposed prisoner exchange deal during recent closed-door discussions.
Israeli Foreign Minister Gideon Sa’ar told reporters that Tel Aviv has accepted Witkoff’s proposal and noted there are “positive indications” for a possible prisoner swap and ceasefire deal in Gaza.
Meanwhile, U.S. President Donald Trump claimed on Tuesday that Israel had accepted the “necessary conditions” for a 60-day ceasefire and expressed hope that Hamas would approve it as well.
