Has Europe Finally Awakened to the Palestinian Cause?

Britain, France and Canada have announced in a joint statement that they will take measures to ban imports of goods produced in Israeli settlements built on occupied Palestinian territory, citing the illegality of the settlements under international law.

The three countries also pledged further measures against the settlements and those who benefit from them, arguing that continued settlement expansion and settler violence threaten the possibility of achieving a two-state solution.

The decision raises broader questions about the prospects of these measures and the reasons behind their introduction at this particular moment.

The United Kingdom, France and Canada have long based their political positions on Palestine around support for a two-state solution. Policymakers in these countries now appear to recognise that such a position is increasingly difficult to sustain while Israeli settlement construction continues across the occupied West Bank.

The expansion of settlements threatens the territorial continuity required to connect East Jerusalem with the West Bank and establish a geographically viable Palestinian state.

From this perspective, continued rhetorical support for a two-state solution becomes increasingly meaningless unless accompanied by action against settlements that are, in practice, eliminating the territorial basis on which such a solution would depend.

This appears to be the reasoning behind the move by London, Paris and Ottawa to translate their opposition to settlement construction into concrete action by halting imports of goods produced in those settlements.

The intention is to demonstrate to Israel that opposition to settlement expansion will not remain merely symbolic, but can develop into an actual policy with practical consequences.

Three Factors Behind the Shift

Several important factors converged in the development of this position.

Britain initially moved in this direction, followed by France, while more than 12 other countries, including Canada, subsequently aligned themselves with measures targeting Israeli settlements in the occupied Palestinian territories.

The participation of Canada also gives the initiative a transatlantic dimension.

Three principal factors appear to have driven this punitive approach.

First is the continued expansion of settlements. The European Union and Canada support the establishment of a Palestinian state that is geographically connected and territorially viable. Continued construction of new settlements, however, makes such a state increasingly difficult to realise.

Second is the rise in settler violence against Palestinians, a concern explicitly cited by the countries supporting the measures.

Third is a growing recognition that political recognition of a Palestinian state alone is insufficient unless it is accompanied by serious measures that give such recognition practical meaning.

For these governments, recognising Palestine cannot remain a largely symbolic political position. It must be backed by concrete measures capable of affecting realities on the ground.

Why Act Before the Israeli Election?

Israel is expected to undergo a political leadership change within weeks following its forthcoming general election.

Nevertheless, the countries backing the measures chose to act before the election rather than wait for the formation of a new Israeli government.

Their apparent objective is to avoid having their decision interpreted as part of an electoral political manoeuvre and instead send a broader message that Israel has crossed boundaries established by international law.

The timing, however, carries political risks.

Some argue that Prime Minister Benjamin Netanyahu’s current government could exploit the measures domestically and use them to mobilise support for the far right in the coming election.

Others believe the opposite could happen, with the pressure weakening the hard right and contributing to its electoral decline.

Regardless of which interpretation proves more accurate, the central message from the European countries and Canada is that they intend to increase the cost of settlement expansion for Israel.

That objective appears to be the principal factor behind measures that are both politically significant and difficult to implement.

Israel Responds Sharply

Israel has interpreted the measures as a direct political attack.

Its response was swift, particularly towards the United Kingdom, which Israeli officials regarded as the driving force behind the initiative.

Israel consequently ordered the closure of the British consulate in East Jerusalem, which provides essential services to Palestinians, and gave its diplomats 30 days to leave.

British representatives working at the Gaza coordination centre, along with British diplomats in Ramallah, were also ordered to leave their positions within seven days.

On the other side, the British prime minister defended the policy before parliament, arguing that the measure demonstrated London’s determination to translate its support for a two-state solution into practical action.

The British foreign secretary similarly said the country would not simply continue watching developments in the Palestinian territories from the sidelines.

He argued that the British government could neither remain a spectator nor stay silent, and said the move by Britain and several international allies had been coordinated and driven by a strong sense of urgency in response to developments on the ground.

Can the Measures Save the Two-State Solution?

Despite their political significance, it would be an exaggeration to argue that these measures alone can rescue the two-state solution.

The joint decision specifically targets products originating from illegal settlements and does not extend to Israeli products coming from other occupied Palestinian territories.

The countries involved also continue to maintain their broader relationship with Israel, which the statement described as a friendly and sister nation.

A closer examination of the measures also reveals several weaknesses.

Trade originating from Israeli settlements is relatively limited and is not large enough by itself to substantially damage Israeli exports.

There is also a significant technical challenge in identifying which goods originate specifically from settlements and which come from other areas of occupied Palestine.

For European governments, distinguishing between these categories in practice may prove extremely difficult.

The joint statement did not provide detailed mechanisms explaining how the restrictions would be implemented, leaving significant questions surrounding enforcement unanswered.

Political Weight, but Clear Limitations

From a legal and political perspective, the joint European and Canadian statement carries considerable weight and marks the first time an important group of countries has moved collectively in this direction.

However, Europe itself remains divided on the issue.

Not every European government shares the same political approach towards Israel, leaving clear weaknesses in the broader European position.

The initiative also lacks US endorsement.

American support would have given the measures significantly greater political backing and practical effectiveness.

At the same time, there appears to be no clear American opposition to the initiative.

The measures were not framed as a broader attack on Israeli trade and do not extend to general commercial relations with Israel.

Indeed, the joint statement explicitly said that the measures were not intended to target Israel commercially or politically.
