With global attention consumed by wars and instability in the Middle East and Europe, and strategic competition with China increasingly shaping US policy in Asia, North Korea has slipped down Washington’s foreign policy agenda.
That is understandable, but it is also becoming increasingly dangerous.
The problem is not simply that Washington is paying less attention to Pyongyang. The strategic environment on the Korean Peninsula continues to evolve while much of the world is focused elsewhere.
North Korea is expanding and diversifying its nuclear and missile capabilities, deepening its military and economic relationship with Russia, and finding new ways to reduce the impact of international sanctions.
What appears from Washington to be a period of relative calm may be something very different: a strategic window that Pyongyang is using to strengthen its position.
The longer that window remains open, the more difficult the problem becomes. The United States may ultimately find itself confronting not the North Korean challenge it remembers, but a fundamentally different one: a more capable nuclear-armed state, more deeply integrated with Russia and increasingly difficult to isolate.
Strategic capacity is limited, and no US president can choose a world in which crises arrive one at a time. The danger is not prioritisation itself, but the assumption that reduced political attention means reduced strategic risk.
In North Korea’s case, the opposite may be true.
North Korea’s Growing Military Relationship With Russia
The most important change is Pyongyang’s relationship with Moscow.
What was once a transactional partnership between two isolated governments has developed into a genuine military relationship.
North Korea has supplied Russia with artillery ammunition, ballistic missiles and troops for its war against Ukraine. Thousands of North Korean soldiers have also served alongside Russian forces, and reports indicate that the partnership is expanding further.
Ukrainian intelligence estimates that North Korea’s participation in the war has strengthened its capabilities by giving its forces combat experience in modern warfare, as well as access to equipment.
The significance of this exchange extends far beyond Ukraine.
For decades, strategy towards North Korea rested on the assumption that sanctions, isolation and economic pressure could constrain the regime’s room for manoeuvre.
Russia is now providing Pyongyang with economic and strategic breathing space.
Moscow’s veto in 2024 ended the mandate of the United Nations panel of experts responsible for monitoring sanctions enforcement, while the expanding bilateral relationship gives North Korea access to revenue, technology and military cooperation that sanctions were designed to restrict.
The result is not that sanctions have become useless, but that their coercive power is weakening at the same time as North Korea’s military capabilities are becoming more advanced.
From Nuclear Possession to an Operational Arsenal
The nuclear dimension is equally important.
Pyongyang is no longer merely trying to demonstrate that it possesses nuclear weapons. It is seeking to build a nuclear force that is more diverse, survivable and operationally effective.
US intelligence agencies assess that North Korean intercontinental ballistic missiles are capable of reaching US territory and that Kim Jong Un remains committed to expanding his arsenal.
At the same time, the International Atomic Energy Agency assesses that the five-megawatt reactor at Yongbyon remains in operation, even as Pyongyang reveals new uranium enrichment capabilities.
This distinction matters.
A rudimentary nuclear capability is primarily a political tool. A larger arsenal combined with multiple delivery systems, greater survivability and more credible battlefield options changes military calculations.
It gives Pyongyang greater confidence in its deterrent, more tools for coercion and potentially greater room to take risks without crossing the threshold into full-scale war.
This is where the Korean problem begins to intersect with a second strategic danger: growing anxiety among US allies.
The Credibility of the US Nuclear Umbrella
For decades, the foundation of stability in Northeast Asia has been the credibility of US extended deterrence.
South Korea and Japan did not need independent nuclear arsenals because they operated under the US nuclear umbrella.
That arrangement remains in place, and Washington and Seoul continue to deepen nuclear planning and consultation through their joint Nuclear Consultative Group.
But extended deterrence is ultimately as much a matter of political confidence as military capability.
As North Korea’s arsenal grows, public opinion in allied countries is rediscovering the question Charles de Gaulle posed to Washington six decades ago: would an American president really trade New York for Paris?
Replace New York with Los Angeles and Paris with Seoul, and the dilemma remains the same.
This is not evidence that the alliance has failed. It is the natural dilemma that emerges when an adversary acquires the ability to place the protecting country’s own homeland at risk.
De Gaulle’s response was to build his own nuclear bomb.
Public support for an indigenous nuclear capability remains high in South Korea, even as the government in Seoul continues to emphasise peace and eventual nuclear disarmament.
In Japan, long-established taboos surrounding military power and even nuclear policy are being tested by the deteriorating security environment.
Tokyo is expanding its defence capabilities, including long-range strike options, developments that North Korea uses to justify further military measures of its own.
A Security Dilemma Taking Shape
This is planting the seeds of a security dilemma.
North Korea’s growing capabilities encourage US allies to rearm. That rearmament reinforces Pyongyang’s narrative of “encirclement”. Pyongyang then cites that response as justification for further military expansion.
None of the parties needs to actively seek war for the region to become progressively more dangerous.
The solution is not for Washington to make North Korea the sole focus of US foreign policy again. Nor can another summit or diplomatic initiative simply reverse three decades of nuclear development.
A more realistic objective is to prevent the current strategic window from becoming a permanent strategic reality.
That requires several things at once.
The United States must continue strengthening conventional and nuclear deterrence with South Korea and Japan, while giving reassurance the same importance as military capabilities.
Washington must also work with its partners to enforce sanctions outside a United Nations framework that is becoming increasingly paralysed, particularly against illicit financing, cyber activities and overseas revenue-generating networks.
Diplomacy Still Has a Role
At the same time, Washington must remain open to diplomacy.
This is not because Pyongyang has suddenly become willing to abandon its arsenal. North Korea’s leadership has made clear that it regards the country’s nuclear status as irreversible.
That makes diplomacy more difficult, but it does not make it useless.
Risk reduction, communication during crises and restrictions on the most destabilising activities still have value, even when comprehensive denuclearisation remains a distant objective.
The goal should be neither strategic neglect nor strategic obsession, but sustained strategic attention.
North Korea has survived repeated predictions of collapse, endured decades of sanctions and made nuclear weapons the centrepiece of its national security strategy.
It now possesses something it has rarely had all at once: a stronger external partner, battlefield experience, an expanding nuclear force and an international system distracted by multiple wars.
The Korean Peninsula may appear quieter than other fronts on the global map, but calm should not be confused with stability.
Sometimes the most consequential shifts in international politics take place precisely when the rest of the world is looking somewhere else.
