Offensive Doctrine and Popular Security: What Iran’s New Military Appointments Reveal

Tehran has announced a new round of senior military appointments that goes beyond filling positions left vacant following the deaths of several top commanders. The wording of the decrees and the responsibilities assigned to the new officials point to a push for faster command structures, greater offensive readiness, and an expanded role for the Basij in a model of security based more heavily on popular participation.

Iranian Supreme Leader Mojtaba Khamenei appointed Major General Ali Abdollahi, an Islamic Revolutionary Guard Corps pilot, as Chief of the General Staff of the Armed Forces, with Brigadier General Kioumars Heydari as his deputy.

Major General Ahmad Vahidi was appointed Commander-in-Chief of the Revolutionary Guard, with Major General Mostafa Izadi serving as his deputy.

Admiral Ali Azmaei was named commander of the IRGC Navy, while Hossein Taeb was appointed head of the Basij popular mobilisation forces.

The appointments came one day after Mohsen Rezaei was named Secretary of the Supreme National Security Council, forming part of a broader restructuring of Iran’s military and security decision-making circles. The latest decrees, however, directly target the operational leadership of the armed forces, the Revolutionary Guard and the Basij.

Rebuilding the Command Structure

Four of the six appointments were directly linked to losses suffered by Iran’s military leadership during the war.

Abdollahi succeeded Lieutenant General Abdolrahim Mousavi as Chief of the General Staff. Vahidi replaced Mohammad Pakpour as commander of the Revolutionary Guard. Azmaei took command of the IRGC Navy after Alireza Tangsiri, while Taeb succeeded Gholamreza Soleimani as head of the Basij.

According to strategic affairs researcher Mostafa Khoshcheshm, Abdollahi’s appointment represents continuity within the military chain of command. Abdollahi had served as Mousavi’s deputy and managed the General Staff during the war before being formally confirmed in the position.

Speaking to Al Jazeera Net, Khoshcheshm identified three main tasks associated with Abdollahi’s appointment: raising the defence and security readiness of the armed forces and the Basij; ensuring the ability to respond effectively and in a timely manner to conventional and modern military threats, including cognitive and hybrid warfare; and completing the integration of the General Staff with the Khatam al-Anbiya Central Headquarters.

Iranian political analyst Hossein Pak said Abdollahi’s selection was also connected to his previous role in initiating the integration process between the General Staff and the Khatam al-Anbiya Central Headquarters. He has therefore been tasked with completing the project after becoming Chief of the General Staff.

The appointment of Kioumars Heydari, the former commander of the army’s ground forces, as deputy chief of staff is, according to Pak, consistent with the established practice of balancing senior positions between the regular army and the Revolutionary Guard. When the Chief of the General Staff comes from the IRGC, the deputy is typically appointed from the army.

Pak told Al Jazeera Net that Heydari’s appointment may also reflect increased attention to equipping and raising the readiness of the ground forces within both the army and the Revolutionary Guard.

The Supreme Leader tasked Heydari with developing defence and security capabilities while also paying greater attention to the morale and living conditions of military personnel.

Faster Command and a More Offensive Approach

Ali Akbar Dareini, a researcher at Tehran’s Centre for Strategic Studies, said the new commanders occupying these senior posts appear less inclined towards caution and more direct and decisive in both command and operational execution.

He told Al Jazeera Net that the changes could enable Iran’s armed forces to make decisions and act more rapidly, strengthening their ability to defend the country and implement military plans.

Dareini sees the appointments as part of what he describes as a major shift in Iranian military and security doctrine, arguing that Tehran has moved beyond restraint and conservative approaches towards the adoption of a more offensive posture.

He believes a purely defensive strategy is insufficient in confronting US President Donald Trump, and that Tehran increasingly regards offensive initiative as a more effective means of preventing US forces from completing preparations before launching any operation.

Dareini cited the Iranian-announced attack on four US military sites at Jordan’s Azraq Air Base and a command-and-control centre as an example of Tehran’s shift towards the concept of pre-emptive strikes.

Iran’s official news agency had reported that the Revolutionary Guard announced the targeting of four American positions in Azraq. Jordan, however, rejects the description of facilities on its territory as US bases, saying the presence of American forces is governed by a bilateral defence cooperation agreement that respects Jordanian sovereignty.

According to Dareini, Iran is no longer prepared to wait for the United States to assemble its forces, initiate an attack and then respond. Instead, Tehran may act when it detects military concentrations or preparations it interprets as groundwork for offensive action.

He said Tehran is seeking to seize the initiative in escalation and control the escalation ladder, and is no longer deterred by the prospect of Washington raising the level of confrontation after preparing plans and tactics for various scenarios.

He summarised the approach by saying: “If America climbs one step on the escalation ladder, Iran will climb two.”

Deterrence and Offensive Operations

The offensive language was even more explicit in the decree appointing Ahmad Vahidi as Commander-in-Chief of the Revolutionary Guard.

Khamenei promoted Vahidi to the rank of major general and instructed him to continuously and comprehensively develop the IRGC’s capabilities in order to achieve “the highest levels of deterrence, and intelligent readiness to conduct powerful offensive operations against the enemy”.

Vahidi was also tasked with developing management and command skills throughout the Revolutionary Guard’s organisational hierarchy, while strengthening ideological and spiritual dimensions among commanders and personnel.

Hossein Pak said Vahidi’s appointment reflects the Supreme Leader’s satisfaction with the way the Revolutionary Guard was managed during the war, while Khoshcheshm linked the move to the broader shift in Iranian military doctrine towards a more offensive posture.

According to Khoshcheshm, Tehran considers an expansion of the war during the coming weeks or months to be a realistic possibility and is therefore working to increase its offensive capabilities and prepare for a prolonged confrontation, potentially including a broader range of pre-emptive operational options.

He stressed, however, that this represents an assessment of the direction of Iran’s military transformation and not an official declaration that Tehran has decided to conduct new pre-emptive operations.

Mostafa Izadi, the Revolutionary Guard’s new deputy commander, has meanwhile been tasked with raising organisational readiness and distributing roles and responsibilities in accordance with the commander-in-chief’s directives.

The assignment gives the new leadership a role in reorganising responsibilities inside the institution while ongoing military operations continue.

Hormuz and Iran’s Maritime Front

The appointment of Ali Azmaei as commander of the IRGC Navy carries particular importance amid continuing tensions in the Strait of Hormuz and its role in both the war and negotiations concerning the management of maritime navigation.

According to the appointment decrees published on the Supreme Leader’s official website, Azmaei was instructed to develop training, skills, equipment and naval capabilities while strengthening intelligence awareness and combat readiness.

The decree also stressed coordination between the IRGC Navy, the regular navy and other relevant military and civilian institutions.

Khoshcheshm said Azmaei’s appointment reflects continuity in the offensive posture of the Revolutionary Guard’s naval force and could lead to an intensification of Iranian activity in the Strait of Hormuz.

Expanding Popular Security Through the Basij

Hossein Taeb’s appointment as head of the Basij differs from the other appointments because of his long background as head of the Revolutionary Guard’s intelligence organisation and the distinctive nature of the Basij itself, which combines military, security, social and media roles.

The decree appointing Taeb assigned him several responsibilities, including expanding the culture of mobilisation and resistance in pursuit of the slogan “Every Iranian is a Basij member”, strengthening the popular information network, and using modern technologies to confront threats.

His mandate also includes expanding work groups and social services operating from mosques, while increasing the Basij’s presence in neighbourhoods and across professional and social sectors.

Hossein Pak said the objective behind Taeb’s appointment is to move the Basij away from becoming merely an organisational and bureaucratic structure and return it to its character as a “resistance force”, while making security more dependent on popular participation.

Khoshcheshm agreed with this assessment, arguing that Taeb’s appointment could lead to an expansion and strengthening of the Basij structure, with greater emphasis on cultural and media activity and social mobilisation.

He also expects changes in the organisation’s security dimension, drawing on Taeb’s extensive intelligence background.

Taken together, the appointments show, according to the three analysts, a combination of continuity and change.

The new commanders come from within Iran’s existing military and security establishment, and some had already carried out their responsibilities on an interim basis during the war. However, the new decrees assign them responsibilities aimed at accelerating command processes, increasing readiness and strengthening Iran’s ability to take the offensive initiative.

The most immediate challenge facing the new leadership remains the shortage of time. It must restructure forces, expand capabilities and compensate for losses while simultaneously managing an ongoing war, without the benefit of a prolonged transition period.
