Has the “Unity of Fronts” Strategy Returned After Israeli Efforts to Break It Through Separate Ceasefires?

Official Iranian statements issued following US President Donald Trump’s announcement of an understanding aimed at reducing tensions between Israel and Hezbollah have once again revived references to the “Unity of Fronts” strategy. Iranian officials have linked military and political developments in Gaza and Lebanon within a single framework, insisting that any ceasefire arrangements must encompass all fronts connected to the confrontation with Israel.

Tehran has intensified its political and military messaging calling for an end to Israeli attacks in both Lebanon and the Gaza Strip, while warning that continued military operations could expand the conflict and trigger the opening of additional fronts across the region.

Iran Reaffirms the Unity of Fronts

Iranian Parliament Speaker Mohammad Bagher Ghalibaf stated during a phone call with Lebanese Parliament Speaker Nabih Berri on Monday that “Hezbollah and the Amal Movement are today defending their homeland and the Islamic nation,” stressing that “our lives and your lives are one, and the relationship between Iran and Lebanon cannot be separated.”

Ghalibaf said Iran is “determined to achieve a ceasefire throughout Lebanon, particularly in the south,” adding that Tehran is closely monitoring “the cessation of attacks by the Israeli entity.” He warned that “if these crimes continue, we will not only halt the negotiation process but also stand against it.”

The Iranian parliament speaker further stated that “any agreement to end the war between Iran and the United States will include ending attacks on all fronts, especially in Lebanon.”

In the same context, General Esmail Qaani, commander of the Islamic Revolutionary Guard Corps’ Quds Force, declared that “the crimes of the Zionist entity in Lebanon and Gaza will trap it in a cycle of operations by Hezbollah and the Palestinian resistance.”

According to Iran’s Tasnim News Agency, Qaani said in a written message that “Zionist aggression against Lebanon and Gaza, backed by shameless American support, will strengthen the determination of the Resistance Front.”

He added that these attacks would “reinforce the resolve of the Resistance Axis to expand support for both fronts, activate additional fronts, and make the maritime situation in the Bab al Mandab Strait similar to the current situation in the Strait of Hormuz.”

Qaani further stated:

“The miserable Zionist entity must understand that its simultaneous crimes in southern Lebanon and Gaza will trap it in a cycle of Hezbollah operations and a new flood of resistance operations launched by Palestinian fighters.”

He maintained that the determination of the Resistance Front would continue expanding support across both arenas while activating other fronts, arguing that continued Israeli attacks in Lebanon and Gaza would lead to further escalation across multiple theatres of confrontation.

Joint Operations Rooms

The term “Unity of Fronts” gained prominence following the escalation of Israeli aggression against the Gaza Strip in 2021. It refers to a strategy that links multiple fronts confronting Israel, whereby escalation in one Palestinian or regional arena prompts coordinated action from others.

According to resistance movement literature, the concept encompasses Gaza, the West Bank, Lebanon, Syria, Iraq, Yemen, and at times Palestinians living within territories occupied in 1948, according to a research paper published by the Palestinian Studies Foundation.

The concept differs from the “Resistance Axis”, which is considered a broader framework that includes Iran, Syria, Hezbollah, Palestinian factions, and other allied regional forces. Literature produced by the axis argues that political, military, and security coordination has been developed over recent years through joint operations rooms, shared expertise, and training programmes among its members.

The Al Aqsa Flood operation launched on 7 October 2023 became a practical test of this concept. Hamas, Hezbollah, and Iranian officials later stated that the operation was launched without prior coordination with other members of the axis. This sparked questions about the effectiveness of the Unity of Fronts strategy, particularly as the confrontation did not develop into a full regional war despite the involvement of several actors supporting Gaza.

As the war progressed, multiple fronts witnessed simultaneous activity in support of Gaza. These included Hezbollah operations along the Lebanese border, attacks by Iraqi factions against US targets, missile and drone launches from Yemen, and escalating confrontations across the West Bank.

Supporters of the concept viewed these developments as a practical application of Unity of Fronts, albeit within carefully managed limits designed to avoid a large scale regional war. According to the study, the Al Aqsa Flood experience demonstrated coordination and cooperation among members of the Resistance Axis while also revealing differences in priorities and strategic calculations between various fronts.

The study concludes that the future of the Unity of Fronts concept will largely depend on the outcome of the war and assessments of participating actors’ performance, amid ongoing debate over whether partial coordination can evolve into a unified regional command structure.

The Al Qassam Message

A message published by the Israeli newspaper Maariv and attributed to leaders within Hamas and the Al Qassam Brigades in mid May provides a clear illustration of the Unity of Fronts concept, which has emerged in recent years as a key ideological and military pillar among factions associated with the Resistance Axis.

According to the document, the objective was to expand confrontation with Israel beyond Gaza and transform it into a multi front conflict.

The message states that the Al Aqsa Flood operation was not conceived solely as a local Palestinian confrontation. Rather, it was intended to create conditions for simultaneous engagement from Lebanon, the West Bank, Syria, Iraq, and Yemen as part of a coordinated campaign against Israel. The document argues that multiple fronts would stretch Israeli military capabilities and prevent the concentration of resources on a single battlefield.

The message also links the operation to developments surrounding Al Aqsa Mosque and occupied Jerusalem in the period leading up to it, describing Al Aqsa as a unifying issue capable of bringing together various factions and supporters of resistance. According to the authors, the issue could also generate broader support and justify coordinated action across several fronts.

The document further reveals Hamas’ efforts to encourage its regional allies, particularly Hezbollah, to join the confrontation from its earliest stages through missile attacks and military operations launched from multiple fronts. It indicates that the movement anticipated broader coordination among members of the Resistance Axis to apply simultaneous military pressure on Israel and alter the balance of the conflict.

The message also reflects a belief that Israel deals with its opponents through a strategy of “fragmenting the fronts” by confronting each actor separately. In response, the document advocates unifying the fronts and integrating various theatres of confrontation within a shared strategy, consistent with the Unity of Fronts doctrine that seeks simultaneous activation of multiple battlefields to achieve common political and military objectives.

Hamas has not commented on the document published by Maariv.

Separate Ceasefire Agreements

Since the outbreak of the Gaza war on 7 October 2023, fronts associated with the Resistance Axis have witnessed a series of separate ceasefire and de escalation agreements, despite political and military rhetoric linking them through the Unity of Fronts concept. International mediation efforts have generally treated each arena independently, based on its specific military and political circumstances.

In Gaza, the first temporary truce between Israel and Hamas was reached on 24 November 2023 through Qatari, Egyptian, and American mediation. It remained in effect until 30 November and included prisoner exchanges and the entry of humanitarian aid into the enclave. The agreement did not extend to other fronts involved in the confrontation.

Diplomatic efforts later produced another ceasefire agreement that came into effect on 19 January 2025. The multi phase arrangement included prisoner exchanges and a halt to military operations. However, the agreement later collapsed when Israel resumed its genocide campaign in March of the same year.

Months later, a new ceasefire agreement entered into force on 10 October 2025 through American, Qatari, and Egyptian mediation. It remains formally in place as of early June 2026 despite extensive Israeli violations.

Israeli forces continue to control large areas of the Gaza Strip, while disagreements over a complete withdrawal and post war arrangements have left the ceasefire fragile and vulnerable to collapse.

On the Lebanese front, a ceasefire agreement between Hezbollah and Israel came into effect on 27 November 2024 through American and French mediation after more than a year of cross border hostilities.

The agreement called for an end to mutual military operations and the implementation of security arrangements linked to United Nations Security Council Resolution 1701. At the time, the war in Gaza continued independently of the Lebanese arrangement.

Despite ongoing violations following that agreement, Washington returned in early June 2026 with a new initiative aimed at reducing tensions between Israel and Hezbollah. The proposal included a halt to Hezbollah attacks in exchange for Israel refraining from expanding military operations in Beirut. Negotiations focused exclusively on the Lebanese front.

Regarding Iran, direct confrontations with Israel throughout 2024 and 2025 involved successive rounds of escalation followed by periods of undeclared de escalation and international mediation efforts aimed at preventing a wider regional war.

These understandings developed independently from ceasefire negotiations in Gaza and Lebanon, despite Tehran’s continued political insistence on linking them to the fate of other fronts.

Taken together, these developments demonstrate that ceasefire arrangements since 7 October 2023 have largely been implemented through separate frameworks for each front, whether in Gaza, Lebanon, or confrontations involving Iran. While the rhetoric of Unity of Fronts has remained a central political and military narrative, international mediators have consistently approached each theatre as a distinct and independent file.
